Site Background
The subject site, identified as Former Solid States Circuits, occupies approximately 1.35 acres of grass-covered and paved land in central Springfield, Missouri. The property is addressed as 616 N. Boonville Avenue, Springfield, Missouri. The property is within a primarily commercial and light industrial setting. The site is currently an unoccupied vacant lot consisting of grass-covered and paved land.
Numerous previous investigations have been conducted at the property and in the immediately area of the site. These reports/investigations include a 1991 Underground Storage Tank Closure Report, a 1996 Final expanded Site Inspection Report, a 1996 Well Abandonment, a 1998 MDNR Hazardous Waste Program Letter, and a 2002 and 2008 Phase I Environmental Site Assessment (ESA).
Historical records generally indicate initial development of the subject property by at least 1886. A bakery occupied the site from approximately 1910 to 1969. In 1973 and 1974, Solid States Circuits (SSC) moved into the site building and began a circuit board manufacturing/electroplating operation which continued there until 1987. The SSC building was demolished sometime between 1987 and 1995.
Findings
Terracon Consultants, Inc. completed a Missouri Risk-Based Correction Action (MRBCA) Tier 1 Assessement Report in March 2009. Based on review of soil and groundwater analytical data (documented in previous reports), the vertical and horizontal extent of on-site impact has been characterized, with the possible exception of localized areas between existing sample points.
Although elevated levels of carbon tetrachloride; 1,1-dichloroethane; 1,1-dichlorethylene; 1,2-dichloropropane; and trichloroethylene were previously detected in the former deep on-site well, which has since been abandoned, it does not appear (based on on-site shallow groundwater and soil samples) that the site is the source of these detections.
With respect to the current land use and current site conditions, the primary contaminant of concern (arsenic) representative concentrations (including some maximum concentrations) in surface soil are below the applicable Tier 1 RBTLs for Non-Residential Land Use Soil Type 2. Based on this data, there does not appear to be a significant risk to the site and Terracon would not recommend additional soil sampling at the site.
From an analysis of the 1996 ESI data, Terracon agrees that an on-site groundwater source does not appear to be present on the site. Based on this data, there does not appear to be a significant risk to the site and Terracon would not recommend additional groundwater sampling at the site.
