Site Background
At the request of the City of Springfield and the MDNR, Terranext completed two separate assessments of the two parcels that comprise the Federow Iron & Metal Company. The east parcel is comprised of 0.65 acres and the west parcel is comprised of 3.0 acres; however, both parcels are owned by the Federow family and both parcels have been utilized as part of scrap metal yard operations from the early 1950s to the early 1990s.
The TBA Property is located within Springfield city limits, generally bound by East Trafficway to the south, the Burlington Northern Santa Fe (BNSF) railroad to the north, a commercial/industrial property to the east and a separate commercial/industrial property to the west. Local surface water runoff generally flows north toward the South Branch of the Jordan Creek, which is located within 200 feet north of the TBA Property. However, the floodplain map of the area indicates the TBA Property is not located in a floodplain. In addition, according to historical data and the field reconnaissance, the TBA Property is not located in a designated wetlands area and no wetlands or surface water features were identified on the TBA Property during the Phase I TBA investigation.
Findings
The recognized environmental conditions identified at the TBA Property include rusted metal parts and debris, tires, household trash, containers of unknown contents scattered across the ground surface, oil stains on the floor of a former crusher building, at least one open drum full of oil within the former crusher building, a former incinerator located on the west portion of the TBA Property, and a former burn barrel with burnt metal contents spilling onto the ground surface of the east portion of the TBA Property. Based on the findings of the Phase I TBA reports for the TBA Property, the MDNR has requested initiation of Phase II TBA investigations at the two parcels that comprise the TBA Property.
