Site Background

This commercial property, located to the northeast of intersection of North Main Street and West Water Street, has been owned by Mr. Fenton for fourteen years. An engineered storm water culvery containing Jordan Creek is present on the northern portion of the property. The southern portion of the property is undeveloped and grass covered. A building was present atop of the storm water culvert from the 1920s through the late 1980s. Various restaurants and bars and a hotel occupied the building during this period.

Findings

One recognized environmental concern was identified due to the former use of the adjacent property to the south as a manufactured gas plant from the late 1800s to the early 1930s. These types of plants converted coal to gas for lighting and produced by-products such as coal tar. There may be contamination on the property due to past activities of the former manufactured gas plant. Determination of the presence and/or extent of any impact to the property will require sampling of soil and groundwater in the southern portion of the site. Additionally, a permanently closed in place underground storage tank is present on the adjacent property as well. The tank’s exact location and date of closure is not known. Therefore, the potential exists for petroleum releases associated with the underground storage tank to have impacted the subsurface soil or groundwater on the property.
