A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Apportionment Agreement with the Missouri Highways and Transportation Commission (MHTC), Greene County, and Larino Properties, LLC, to coordinate participation by the City and the County in the cost of the Commission’s public improvement for Business Route 65 (Mill Street) and the east Outer Road of Route 65, Eastgate Avenue, designated as Job No. 8P0850B. This Council Bill will amend the 2011-2016 Capital Improvement Program (CIP) as previously adopted by City Council by adding this capital improvement project as authorized by the proposed Cost Apportionment Agreement. - RESOLUTIONS. A special ordinance authorizing the City Manager, or his designee, to enter into a Lease Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of allowing Missouri Department of Transportation (MoDOT) staff to occupy necessary space in the new Springfield-MoDOT Regional Transportation Management Center (TMC), located at 1107 West Chestnut Expressway, and to reimburse the City for certain capital costs to develop the TMC and the related traffic network; approving a budget adjustment to amend the Fiscal Year 2011-2012 budget of the Department of Public Works of the City of Springfield, Missouri, in the amount of $718,997.77 for the total reimbursement due from MoDOT over a five-year period per the terms of the Lease Agreement; and declaring an emergency.

A special ordinance authorizing the City Manager, or his designee, on behalf of the City of Springfield, to enter into an interlocal governmental agreement with the Missouri Spatial Data Information Service (MSDIS), acting as the State of Missouri’s geospatial data clearinghouse and housed under the Geographic Resources Center at the University of Missouri, for the purpose of providing easier access for members of the public and City staff to certain geospatial data and Greene County Lidar Project data.

COUNCIL BILL 2012-046. (Bailes)
A special ordinance accepting the bid of Emery Sapp & Sons, Inc., in the amount of $102,754.25 for the construction of sanitary sewers in Sanitary Sewer District No. 153 of Section No. 12, located in the vicinity of Lone Pine Avenue, south of Battlefield Road in the City of Springfield, Missouri; declaring the work to be necessary; stating the intention to pay for all or part of the improvements from the proceeds of bonds; specifying those costs and expenses to be specifically assessed against the properties in the district and the method by which the costs will be apportioned; setting forth the manner of payment, the lien of the assessments and the duration of the lien; setting forth the interest rate to be charged on the tax bills; authorizing the City Manager, or his designee, to enter into a contract and to approve the bond for said improvement; and authorizing progress payments to be made to the contractor. -

A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the “Salary Ordinance”, relating to salary rates and pay grades for various job titles in the Department of Environmental Services as contained in the Crafts, Trades and Labor (CTL) and Professional, Administrative and Technical (PAT) salary schedules, by adding three new job titles; Sewer Maintenance Team Leader, Plant Operations Supervisor and Plant Biologist; and approving two additional full-time employees (FTE); and amending and adjusting the 2011-2012 budget of the City of Springfield, Missouri, Department of Environmental Services, to adjust the number of authorized employee positions of the City. -
COUNCIL BILL 2012-032. (Stephens)
A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the “Salary Ordinance”, relating to salary rates and pay grades for various job titles within the City service as contained in the Professional, Administrative and Technical (PAT) salary schedules, by making provision for one new job title in the Municipal Court Department. -
COUNCIL BILL 2012-033. (Rushefsky)
A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Agreement with Missouri State University (MSU) for the purpose of funding the National Avenue and Monroe Street Traffic Signal Installation project; and amending Fiscal Year 2011-2012 budget of the Public Works Department in the amount of $100,000 for MSU’s reimbursement to the City for their portion of the project costs. - Confirm the following appointment to the Landmarks Board: Todd Smith with term to expire November 1, 2014.
