What is the Neighborhood Conservation Office (NCO)?

The Neighborhood Conservation Office is the foundation for new approaches in sustaining and revitalizing Springfield Neighborhoods. By creating neighborhood programs and policies, the staff provides vital tools for achieving goals set forth in the Springfield-Greene County Vision 20/20 Comprehensive Plan at the neighborhood level.

The NCO works to coordinate policies and provide services for Springfield’s neighborhoods. Neighborhood plans and programs are developed with citizen involvement for review and adoption by City Council. The NCO uses a variety of community planning and policy skills to take action toward these objectives. This office creates neighborhood plans, develops policy to address neighborhood issues, fosters neighborhood organization, serves as a liaison between citizen and city departments, and promotes neighborhood beautification.

The NCO is dedicated to:

  • Preserving neighborhood quality of life
  • Promoting community
  • Assisting neighborhood organizations
  • Creating effective policies & programs
  • Promoting neighborhood safety.

NCO Staff

The NCO is a division of the Department of Planning and Development comprised of Neighborhood Conservation Manager, Brendan Griesemer; Senior Planner Randall Whitman, and Assistant Planner Hannah Rippe. The NCO also coordinates with other Planning and Development Department staff on a project-by-project basis.

Neighborhoods are the building blocks of our community. Springfield must strive to promote strong neighborhoods that instill pride in their residents. Therefore, the Neighborhood Conservation Office is committed to working with the community to ensure strong viable neighborhoods.
