Neighborhood Parking Permits

The License Division is responsible for administering several parking districts within the city.  Four of these are residential parking districts in the following neighborhood areas: Kickapoo, Phelps Grove, Rountree, and Mid-Town.  A fifth parking district is the commercial area of Commercial Street.  Authorization and regulations for these districts is found in Chapter 106, Traffic and Vehicles.

Residents of the four residential districts can only park on the streets during certain hours within the district if their vehicle has a parking sticker affixed to the left side of the rear window.  Non-residents are not allowed to park on the streets during those hours.  An exception is made for vehicles providing services, repairs, or deliveries to residents within the district.  Signs are posted in the district related to these hours.  Residents must provide proof such as a lease agreement, utility bill, or property title that they reside at a residence within the district. 

The fifth parking district in the Commercial Street area was created to allow persons owning property, merchants having a business in the district, any employee of such business or any resident of the district to park in city-owned parking lots designated #1, #2, #3 and #11.  The locations of these parking lots can be found in Sec. 106-401 of the City Code.

If you are a resident of one of the parking districts and would like to apply for permits, you may do so online.  If you prefer you may apply in person at the License Division or you may call and request an application be mailed to your home address.
 
Kickapoo Parking District
The Kickapoo residential parking district geographic areas are listed in City Code Section 106-345(b)(3).  Each residential unit within the district is allowed two resident stickers and one visitor permit. There is no charge for the permits.  The current permits expire September 1, 2014.

Phelps Grove Parking District
The Phelps Grove residential parking district geographic areas are listed in City Code Section 106-345(b)(4)(5).  It is part of the Phelps Grove Urban Conservation District.  Each residential unit within the district is allowed three resident stickers and one visitor permit. There is no charge for the permits.  The current permits expire September 1, 2014.

Rountree Parking District
The Rountree residential parking district geographic areas are listed in City Code Section 106-345(b)(1)(2).  It is part of the Rountree Urban Conservation District. Each residential unit within the district is allowed two resident stickers and one visitor permit. There is no charge for the permits.  The current permits expire September 1, 2014.

Midtown Parking District
The Midtown residential parking district geographic areas are listed in City Code Section 106-345(b)(6)(7).  It is part of the Midtown Urban Conservation District. Each residential unit within the district is allowed three resident stickers and one visitor permit. There is no charge for the permits.  The current permits expire October 1, 2014.

Commercial Street Parking District
The Commercial Street parking district geographic area is referenced City Code Chapter 106, Article VI, Division 8.  Each person who is allowed by the ordinance to obtain a parking permit for the district is allowed one permit. There is no charge for the permits.  The current permits expire April 1, 2014.
