Site Background

The subject property is located northwest of the intersection of West Olive Street and North Main Street in the central portion of Springfield, Missouri. The subject property is an approximate 1.78-acre tract of land that contains one main rail line and two rail sidings. The railroad lines were built in the early 1900s and have been utilized for rail transport for approximately 100 years. Union Pacific operated a rail line on the subject property since the early 1900s and is still in operation today.

Findings

Four recognized environmental concerns (REC)s were identified for the subject property: the presence of heavily stained soils along the site’s rail lines as well as the current and past use of this rail line; the presence of a former manufactured gas plant historically located on the adjacent property to the east; the presence of a former petroleum company on the adjacent property to the south, and the presence of two unlabeled 55-gallon drums. The concern associated with the rail line use and staining, the manufactured gas plant, and the petroleum company warrants the determination of the presence and/or extent of any possible impact from their present and former operations. The contents of the 55-gallon drums should be determined and then disposed of properly. One historic recognized environmental condition (HREC) was identified for the subject property: the emulsion product spill on the adjacent property to the east in 1994. This spill was remediated at the time of the spill and no further action is warranted.
