Phase 1 Environmental Site Assessment

300-304, 305, 405 W. Olive Street and 215 W. Water Street

Date of Report: May 19, 2004
Assessment Funding: EPA Brownfields Assessment Grant
Acres: 2.66 total

Site Background

At the time of the assessment, the uses of the properties were primarily parking lots, however, the 300-304 W. Olive Street property contained a commercial property, a used book store, and residential units on the upper floors. This particular property has been utilized commercially since the late 1920’s. The subject properties on 305 and 405 W. Olive Street and 215 W. Water Street have been utilized as parking lots since the 1950’s.

Findings

The assessment revealed that asbestos-containing materials may be present at two of the properties (300-304 and 305 W. Olive Street). The report recommends sampling to be conducted to determine if asbestos is actually present.

At two of the subject properties, 305 and 405 W. Olive Street, various filling stations were historically present. It is unknown if any underground storage tanks related to these service stations are still present. The use of underground and above ground tanks to store petroleum products in the past may have impacted soils and/or groundwater at these two sites.
