Site Background
An entrance and gated fence is present on the southwest portion of the subject property along Bennett Street. Fill material with concrete and asphalt debris is present on the southern portion of the property. The remainder of the property is undeveloped and covered with tall grass, shrubs and trees. Various dirt paths have been worn into the grounds by all-terrain vehicles.
Findings
One recognized environmental condition was identified due to the historical use of the adjacent property to the north. This included a city dump (Catalpa Landfill) and the Springfield wastewater treatment system. The Catalpa landfill operated from 1930 to 1960. Springfield residents disposed of household and yard wastes at the Catalpa landfill and the contents were periodically burned. Disposal practices associated with this former landfill were not regulated and it is possible that solvents, paint materials and other chemicals could have been disposed. The property is down gradient (downhill) from this former landfill and may be impacted from contamination in rainwater runoff or groundwater flowing from the landfill to the property. Sampling of soil and/or groundwater would be required to determine if the property is impacted from the former landfill.
