Site Background

The warehouse building on the Property is currently unused. Past use of the building included storage of paints and other materials in drums and containers for use by a highway painting contractor. The building was constructed sometime between 1950 and 1956 to serve as a warehouse for the St. Louis – San Francisco (Frisco) railroad. There was a rail siding and loading dock on the south side of the warehouse so that materials could be unloaded directly from rail cars. Prior to construction of the warehouse building, the Property was unoccupied. The surrounding land use has consisted of the Frisco and now BNSF rail yards, which included warehouses for materials storage.

Findings

No issues defined by the American Society for Testing and Materials (ASTM) Standard E 1527-00 as recognized environmental conditions were noted. Resin has been spilled on the floor of the warehouse building on the Property, which has dried and still remains. The environmental consultant recommended that samples of the resin be collected and tested for Toxicity Characteristic Leaching Procedure (TCLP) tests for volatile and semivolatile chemical compounds to determine if the resin material is hazardous. It was also recommended that at least two soil samples be collected in the yard south of the warehouse building and tested for petroleum parameters and metals, including arsenic.
