Site Background
The 299 East Commercial property is currently improved with three-story brick building that contains approximately 10,400 square feet of office space. Current tenants include the Springfield Police Department, the Urban Districts Alliance, and the Commercial Club of Springfield. Available records indicate various commercial uses dating back to 1910.
Findings
Terracon Consultants Inc. completed Phase I Environmental Site Assessment (ESA) of the property in October 2007. According to historical fire insurance maps, a gas tank structure was previously located within and/or adjacent to the northeast corner of the parcel. The gas tank and historical filling station operations on the west-adjoining property (233 E. Commercial) have been identified as Phase I Recognized Environmental Conditions (RECs) in connection with the site.
A visual survey of the building for potential asbestos containing materials (ACM) identified nine (9) suspect areas of ACM. These areas generally include wall and ceiling plaster, floor and ceiling tiles, and other related materials.
Terracon has recommended a subsurface investigation in response to the Phase I RECs discussed above. Associated sample collection and analysis efforts are pending.
