The City Council met in special session, July 13, 2010, at the Springfield-Branson National Airport – Board Room.  The meeting was called to order by Mayor Jim O’Neal at approximately 12:45 p.m. 

 

 

Roll Call

 

Present: Cindy Rushefsky, John Rush, Doug Burlison, Dan Chiles, Bob Stephens, Scott Bailes, Jerry Compton, and James O’Neal.  Absent: Nicholas Ibarra.

 

 

 

Mayor O’Neal introduced the issue and requested the City Clerk to read the bill.

 

 

 

The following bill appeared on the agenda under Emergency Bills. 

 

 

FAA Grant – Updated Airport Master Plan

Sponsor:  O’Neal.  Council Bill 2010-198.  A special ordinance authorizing the City Manager or his designee to enter into and accept a grant from the United States Department of Transportation, Federal Aviation Administration, to the City, by and through its Airport Board, in the amount of $672,428.00 for the purpose of providing funds for the Springfield-Branson National Airport Board to develop an updated Airport Master Plan; amending the budget provided for the Springfield-Branson National Airport Board for Fiscal Year 2010-2011 in the amount of $672,428.00; and declaring an emergency. 

 

 

 

Gary Cyr, Director, Springfield-Branson National Airport, briefly reported that the objective of the proposed grant is to complete an update to the Airport Master Plan and corresponding Airport Layout Plan.  He noted that the last update was completed in 1992.

 

Mr. Cyr noted that the process regarding updating the Airport Master Plan and corresponding Airport Layout Plan would take approximately 18 months to complete. 

 

Mr. Cyr stated that an updated Airport Master Plan is required by the Federal Aviation Administration (FAA). 

 

 

 

Dan Chiles briefly voiced that he feels that the Springfield-Branson National Airport is an “outstanding facility,” and encourages economic development; however, he expressed some concerns regarding the proposed costs for updating the Airport Master Plan. 

 

 

 

Mr. Cyr addressed that a Request for Proposal (RFP) regarding the updated Airport Master Plan was issued approximately 1 year ago.  He discussed that the scope of work involved has value attached, and reiterated that the FAA is requiring an updated Airport Master Plan. 

 

 

 

In response to a question posed by Mayor O’Neal, Mr. Cyr briefly expressed that the FAA would be covering approximately 95% of the costs regarding the updated Airport Master Plan, with the remaining 5% being paid by the City.  He added that the updated Airport Master Plan and corresponding Airport Layout Plan must include all proposed future projects within the Plan before the FAA would assist with any funding for future projects.

 

 

 

 

 

 

Mayor O’Neal noted that since the FAA is paying a majority of the costs for updating the Airport Master Plan, this will help offset some costs to the City. 

 

 

 

In response to a question posed by John Rush, Mr. Cyr discussed that the local Community has diverse services to offer, such as medical, educational, business, and recreational opportunities, as well as the Springfield-Branson National Airport has a number of diversity of services to offer the Community and passengers, such as an effective Airport Board, and Airport staff who are willing serve their area.  He noted that he feels that these diversities add to the success of the Springfield-Branson National Airport. 

 

Mr. Cyr noted that the Springfield-Branson National Airport has approximately 46-49% of their passengers who are traveling for business, as opposed to some airports who have a higher percentage of passengers, such as 70%, only traveling for business.  He reported that the Springfield-Branson National Airport has a diverse clientele in relations to traveling, whether leisure or business, as well as offers a variety of destinations, which in turn helps with their success.

 

 

 

Mr. Cyr stated that he feels that the proposed costs regarding updating the Airport Master Plan and corresponding Airport Layout Plan has a “cost effective pricing structure.” 

 

Mr. Cyr expressed his appreciation to the City Council for their consideration of the proposed. 

 

 

 

Jerry Compton voiced that he feels that there is value attached to the costs associated with a unique specialty service, such as updating the Airport Master Plan and corresponding Airport Layout Plan. 

 

 

 

An opportunity was given for citizens to express their views. With no appearances, the discussion was declared closed.

 

 

 

     Council Bill 2010-198.  Special Ordinance 25800 was approved by the following vote:  Ayes:  Rushefsky, Rush, Burlison, Chiles, Stephens, Bailes, Compton, and O’Neal.  Nays: None.  Abstain:  None.  Absent:  Ibarra.
