The Police Officers' and Firefighters' Retirement System Board
of Trustees has exclusive management and control of the retirement
fund. The Board makes policy recommendations to City Council and
ensures the day-to-day operations of the plan are carried out. Some
of the specific duties includes determining asset allocation, selecting
fund managers, overseeing the normal service and disability process,
and approving all expenditures of the fund.

The Board is composed of eleven voting members including a City
Manager designee who serves as the President, the Human Resource
Director, the Finance Director, two Police representatives, two
fire representatives, one retiree representative and three citizen
representatives.
The Board includes three non-voting members including a City Council
member, the City Attorney, and the Board Secretary. The retiree
representative is elected annually, the police and fire representatives
are elected for two year terms and the citizens are appointed by
the City Council for three year terms, with a limit of two full
terms.
