The Department of Human Resources of the City of Springfield provides
a variety of support services to other departments in the areas
of Administration, Employee Relations, Employment and Compensation,
Payroll and Benefits, Training and Safety Wellness. Our mission

The City of Springfield offers a variety of municipal career opportunities
for men and women interested in public service. There are more than
400 job
classifications.
The City operates under a Merit System that sets guidelines used
in the selection, compensation, and discipline of employees.
The City is fully committed to a policy of hiring without regard

as prescribed by Federal and State laws.
Benefits for employees
The Human Resources Department administers a wide range of benefits
for employees, including self-funded health and hospitalization
insurance (see Health Care Plan
Summary), sick leave, paid vacation and holiday time, care leave,
family medical leave and a retirement plan.
Voluntary participation is available for life insurance, Section
125 cafeteria plan, deferred compensation, credit union membership
and dental and cancer insurance plans.
Employee Relations and Training and Development
helps workforce improve
The City is committed to an ongoing program of employee training
and development.
Training is offered in a variety of areas including commercial
driver's licensing, prevention of sexual harassment, supervision
skills, quality improvement, customer service and special needs.
Tuition reimbursement is also available for City employees.
Other areas coordinated by Human Resources is minority recruitment,
confidential employee assistance, Human Resources' public relations,
and serves as a community liaison. This office also responds to
sexual harassment complaints, discrimination complaints, and other
civil right issues as well as coordinating drug testing as required
by Federal and City employment guidelines.
Safety
The City is committed to providing a safe environment. This area
consists of a Risk Manager who evaluates insurance and liability
issues, the Safety Coordinator who monitors safety and industrial
hygiene issues and the Human Resources Specialist who administers
the City's Workers' Compensation Program.
Payroll & Benefits
This division maintains employee records and payroll changes for
at least 14 different benefit program and offers assistance to employees
on payroll and benefits.
Services of Human Resources
- Posts and advertises job vacancies, reviews applications, and
interviews job candidates.
- Administers advancement and testing procedures.
- Completes job descriptions with the City departments.
- Conducts city-wide employee training in a number of areas.
- Coordinates employee relations programs.
- Coordinates compliance with the American with Disabilities Act.
- Coordinates city-wide safety programs.
- Administers the Care Leave Plan and the Family Medical Leave
Programs.
- Administers Merit Rules and other policy and procedures.
- Administers risk management, including property insurance, auto
liability, and general liability programs.
- Handles pay and classification issues including salary surveys.
- Coordinates benefit programs and payroll for employees.
- Conducts "meet and confer" with four unions.
- Labor relations.
- Processes employee complaints and coordinates Personnel Board
hearing appeals.
