Deputy City Manager: Evelyn Honea

Evelyn Honea, CPA, was appointed as the Deputy City Manager for the City of Springfield in August, 2007. In this capacity, she works closely with the City Manager and Assistant City Manager in the coordination and administration of day to day operations of the City. She is responsible for working with City Council Committees to research and address issues that impact the safety and welfare of the citizens of the City of Springfield. She assists department directors in overseeing projects that cross departmental boundaries and serves as the acting City Manager when needed.

In addition, she currently serves as President of the Board for the Police Officers and Fire Fighters Pension System. She a member of the Enforcement Issues Committee, the City’s Health Insurance Committee, and the Chamber of Commerce’s Developers Issues Input Group.

Prior to this appointment, she served the City as Director of Information Systems for five years and as Assistant City Manager for two years. From 1982 to 1999 she served as the Assistant Director of Finance, responsible for budget coordination with the City Manager’s office and coordination of the City’s annual financial audit. Prior to her tenure with the City of Springfield, she held financial positions with the City of San Marcos, Texas and Bloomington Hospital, Bloomington, Indiana and was an auditor with a national accounting firm in Dallas, Texas.

Her degrees include a Master of Public Administration from Missouri State University and a Bachelor of Business Administration in Accounting from the University of North Texas. She was elected to the Pi Alpha Alpha Honorary Society for accounting majors and was inducted as a charter member of the Pi Sigma Alpha Honorary Society for Public Administration at Missouri State University. She holds a Certified Public Accountant’s license.

She currently holds professional memberships with the American Institute of Certified Public Accountants (AICPA), the International City Management Association, and the Government Finance Officers Association (GFOA). She is a 1998 graduate of Leadership Springfield, Class XIII and a graduate of the University of Virginia’s LEAD program at the Weldon Cooper Center for Public Service.

In addition, she currently serves on the Board of the Springfield Convention and Visitor’s Bureau, the United Way of the Ozarks, and the Community Partnership of the Ozarks. She is a member of the Rotary Club of Springfield Southeast. Honea has taught at the college level at Missouri State University, Evangel University and the graduate program of Webster University. She is married to Dr. Richard Honea and has two grown children and three grandchildren.
