Multi-Family Development Task Force Minutes


November 6, 2006

Taskforce Members Present: Matt Bailey, Steve Bowen, Jeff Childs, Greg Dorshhorst, Jim Dow, Cameron Eoff, Jim Hansen, Bob Horton, Jack Hunter, David Hutchinson, Robert Jones, Matt Morrow, Kerry Norman, Steve Reith, Kevin Roods, Jim Semple, Brent Stevens, Robert Torp, Gene Walker, Linda Walker, David L. Warthen, Patrick Watkins, Tom Whiston, Bob Hunt, Jun Chen, Wendy Wie.

Staff Present: Ralph Rognstad, Jr., Ann Razer, Bob Hosmer, Alana Owen, David Hutchison.

Anyone attending and not listed should notify staff.

The meeting began with a review of current and future meeting agendas. Ann Razer stated that Land Use Accessibility would be considered at this meeting. On week four the task force members will deal with connectivity and transportation issues. On week five the task force members will deal with Design Guidelines. On week six the task force members will deal with topics they have brought up which are not considered in the model matrix.

Bob Hosmer explained an example of land use accessibility as applied in the Charlotte matrix. He stated that the Charlotte planners made sure that multi-family developments had complimentary land uses close by. These uses include: public or private school with at least 200 students, public recreation centers, neighborhood serving retail, employment concentrations, hospitals/medical/dental facilities, places of worship, post offices or staffed postal or package facilities, and libraries. Bob explained that in the Charlotte matrix the developer was awarded points based on the variety, density, and distance of the complimentary developments.

The Taskforce discussed addressing land use accessibility in a matrix designed for Springfield. The taskforce voted to include the following under Land Use-Accessibility in a matrix for Springfield:

· Public/Private Schools (kindergarten to grade 12 with more than 200 students).
· Colleges and Universities
· Proximity to public recreation/parks
· Retail (mix of uses, including pharmacies)
· Employment concentration.
· Hospital/Medical facilities
· Public Libraries

The Taskforce voted not to include the following in a matrix for Springfield: places of worship, post offices, and police/fire stations. The task force made this decision in order to avoid including developments that do not substantially impact multi-family developments.

The next meeting of the Multi-Family Development Taskforce will be November 20, 2006, 6:00-8:00 PM, Chesterfield Family Center.
