The
Consolidated Plan is a combination of processes and requirements
necessary for submission to the U. S. Department of Housing
and Urban Development (HUD) of an application for funding
for the Community Development Block Grant (CDBG) Program
and the HOME Investment Partnerships Program (HOME). It
requires an analysis of the housing needs and housing stock
within the community. Additionally, there must be an assessment
of non-housing needs. It is a five-year program for the
allocation of CDBG and HOME resources and has an annual
action plan component.
