Public Grounds has thirty-five fulltime and a number of contract and
seasonal positions. Public Grounds also utilizes the Court Alternative
Sentencing Program in providing community service at appropriate worksites.

Joe Payne - Public
Works Operations Supervisor - Public Grounds
The Operations Supervisor over Public Grounds plans, organizes,
directs and coordinates the activities relating to the care and
maintenance of public grounds assigned to the Public Works Department;
areas of responsibility include city right-of-way, municipal
facility grounds, public trees on city streets, Hazelwood
Cemetery, and other city-owned property. Joe holds a Bachelor
of Landscape Architecture from Kansas State University, and is
a member of the American
Society of Landscape Architects. He is a International
Society of Arboriculture Certified
Arborist and is a State
of Missouri Certified Public Applicator. Joe began working
for the City in 1995.
Christi Norris - Administrative
Assistant
This position is primarily responsible for taking information
regarding service requests and updating those parties inquiring
about the status of a request, which includes providing information
to the public on related city policies, practices and procedures.
Christi started with the City in 2003.
Patty Armstrong - Administrative
Assistant
This position is primarily responsible for Hazelwood
Cemetery, which involves the sale of grave spaces, arranging interment
services, providing information as to the location of genealogical
interments. Patty started with the City in 1999.

Maintenance & Street Cleaning
Mike Stafford - Public
Grounds Maintenance Supervisor
Responsibilities: Supervision of all crews responsible for the
care and maintenance of city right-of-ways, waterways, and street cleaning.
Mike started with the City in 1979.
Gary Friend - Public
Works Team Leader
This position is responsible for leading crew members that sweep, flush, and
pick up debris from city streets and rights fo way. Gary started with the City
in 1979.
