The City's Industrial Pretreatment Program (IPP) was approved
by the U.S. Environmental Protection Agency and the Missouri
Department of Natural Resources in 1985. The IPP enables the
City to be in compliance with pretreatment standards and regulations
mandated by these agencies.The goal of the City's Industrial
Pretreatment Program (IPP) is to maintain and improve the
water quality of the rivers, lakes, and streams in Springfield
and the surrounding area by limiting the discharge of toxic
and potentially harmful substances into the wastewater collection
and treatment system. These substances can interfere with
the wastewater treatment process, pass through the treatment
plant into the receiving stream, or contaminate the biosolids
generated at the plant. Biosolids which exceed regulated levels
for pollutants cannot be beneficially reused, thus increasing
disposal costs.
The IPP also works with local industries to encourage water
conservation and identify opportunities to recycle, reuse,
and reclaim industrial process wastewaters.
In 2004, the IPP performed 429 commercial-industrial inspections
and 1,858 sampling events. The City Wastewater Laboratory
located at the Southwest Wastewater Treatment Plant completed
over 3,500 individual physical, biological and chemical analyses
on wastewater samples submitted by the IPP.
