Air Quality Control Permit, Plan Review and Inspection Fees
City Permit Fee
Deminimis Facilities ($374) - An installation that has the potential to emit less than the deminimis level of any air contaminant or it has a construction permit that limits to emit less than deminimis levels.
MACT Facilities ($662) - An installation that emits a hazardous air pollutant (HAP) that is regulated by EPA as an area source and requires monitoring reports plus annual inspection to determine compliance with NESHAP MACT standard.
Basic Facilities ($1,155) - An installation that has the potential to emit greater than deminimis level but less than 100 tons per year of any air contaminant and issued a Basic operating permit.
Intermediate Facilities ($1,977) - An installation that has the potential to emit 100 tons or greater per year of any air contaminate but it has a voluntary limit to emit less than 100 tons of any air contaminant in the Intermediate operating permit.
Part 70 Facilities ($2,471) - An installation that has the potential to emit either 100 tons or greater per year of air contaminates or 10 tons of any single HAP or 25 tons of a combination of HAPs and issued a Part 70 operating permit.
Construction Permit Application Filing Fee
Construction Permit Application Fee ($254) - Filing fee for submittal of an Application for Authority to Construct to the Springfield Air Quality Control for processing.
Construction Permit Application Review Fees
Temporary Permit ($493) - A construction permit for an installation or process equipment that has a potential to emit less than 100 tons per year of any air contaminant and meets the requirements in Missouri regulation 10 CSR 10‐6.060 (3) or (4).
Deminimis Permit ($1,950)- A construction permit for an installation or process equipment that has a potential to emit less than deminimis levels of any air contaminant and meets the requirements in Missouri regulation 10 CSR 10‐6.060 (5).
Minor Permit ($2,728) - A construction permit for an installation or process equipment that has a potential to emit greater than deminimis levels of any air contaminant and meets the requirements in Missouri regulation 10 CSR 10‐6.060 (6).
Major Permit ($3,890) - A construction permit for an installation or process equipment that meets the requirements in Missouri regulation 10 CSR 10‐6.060 (8) Attainment/PSD or in (9) Hazardous Air Pollutant permits.
Operating Permit Application Filing Fees
Basic Operating Permit Application Fee ($254) - A filing fee for submittal of a Basic Operating Permit Notification to the Springfield Air Quality Control for processing. The Basic Operating Permit has a five year term date of expiration.
Intermediate & Part 70 Operating Permit Application Fee ($643) – A filing fee for submittal of an Application for Authority to Operate to the Springfield Air Quality Control for processing. The Intermediate State and Part 70 Operating Permit each has a five year term date of expiration.
Open Burning Permit Fee
Open Burning Permit ($86)- A fee paid by the property owner or contractor that must obtain a permit to be able to burn brush or trees that originate on the property. The property has to meet several permit restrictions in order to obtain a permit.
