Clay joined the Springfield-Greene County Health Department in 1996 and has served in a number of roles in City government. He left the Health Department to serve as Director of Information Systems in 2005 and returned to public health in 2007 to serve as Assistant Director.
His education includes a Masters degree in Public Administration and a Bachelors Degree in Political Science from Missouri State University. He is a graduate of the Missouri Public Health Leadership Institute and Leadership Springfield. He also serves as an adjunct faculty member with Drury University.
