Public Meeting for Proposed Traffic Safety Enhancements

The City of Springfield’s Traffic Engineering Division of Public Works will hold an open house public meeting at Disney Elementary School from 4:30-6 p.m. on Tuesday, Jan. 12, 2010, to obtain community input on two proposed traffic safety enhancement alternatives as follows:

National Avenue at Kingsley Street — The interchange of James River Freeway (U.S. 60) at National Avenue is being reconstructed, and National Avenue south of the interchange will be widened to three through lanes in each direction. The redesign of the interchange will result in the traffic signal on the south side of the interchange being located only 400 feet north of Kingsley Street. The intersection at National Avenue at Kingsley Street has averaged 12 crashes per year during the last three years.

Partial median closure on National Avenue at Kingsley Street is a safety alternative that would prohibit crossings of National Avenue and left turns onto National Avenue from the side streets (Kingsley Street on the east and the private roadway on the west). Right and left turns from National Avenue into the side streets (Kingsley Street on the east and the private roadway on the west) would continue to be permitted, as would tight turns into National Avenue from the side streets.

Fremont Avenue at Kingsley Street — A traffic signal is an alternative being considered for the intersection of Kingsley Street and Fremont Avenue to facilitate the increase in traffic anticipated as a result of the possible median modifications on National Avenue. The traffic signal would provide a protected phase to turn right (south) and left (north) from Kingsley Street to Fremont Avenue and provide ADA-compliant pedestrian signals for crossing each street at the intersection.
