City Council Budget Workshops Discuss Proposed Annual Budget
The Springfield City Council began a series of workshops today to discuss the Fiscal Year 2014 Proposed Annual Budget. (The fiscal year runs July 1, 2013 – June 30, 2014.) Finance Director Mary Mannix-Decker provided an overview to City Council of government accounting, with a focus on accountability, at the first of three workshops – all open to the public.
The proposed budget is summarized in the City Manager's budget message to Council members at the beginning of the document. In it, City Manager Greg Burris characterized the current fiscal year (July 1, 2012 – June 30, 2013) as continuing the economic recovery experienced in 2012. Although final numbers won’t be available until September, at this time, FY 2013 expenses and revenue are projected to meet budget.
The full budget document is available online at www.springfieldmo.gov/budget. The proposed budget is put forth by the City Manager with extensive input from City staff. The workshops allow City Council time to discuss and consider the budget in detail and put forth any suggested changes.
Council must approve a final budget before the new fiscal year begins on July 1. Two more Council workshops are scheduled for noon Tuesdays, May 7 and 14. A fourth workshop, if needed, is tentatively scheduled for noon, May 21. The workshops are not "public hearings" where citizens can comment on the proposed budget. Citizens will be able to comment on the proposed budget during the first reading of the budget during an upcoming City Council meeting, which will occur whenever Council is ready to place it on the agenda.
