Emergency Council meeting, noon July 30
Springfield City Council will hold an Emergency Special Council Meeting (pdf) at noon, Tuesday, July 30, 2013, in the Busch Municipal Building 4th Floor Conference Room.
The purpose of the meeting is to authorize the Department of Environmental Services (DES) to submit an application for a grant in the amount of $780,000 (pdf) through the Section 319 Nonpoint Source Pollution Grant Program administered by the Missouri Department of Natural Resources (MDNR).
The City recently received notification from the MDNR that Section 319 Grant Funds were potentially available, and communities were encouraged to apply. The submittal deadline for the grant application, however, is 5 p.m., Tuesday, July 30, requiring prompt Council action to proceed.
DES, in cooperation with the Department of Public Works, has developed a project that includes stream restoration of South Creek along Sunset Street, between Campbell Avenue and Kansas Expressway.
The proposed grant application is requesting $780,000 in grant funding from MDNR. It is anticipated that the required 40 percent match in the amount of $472,949 will be provided through 1/4-cent funding, with the remainder of the match being provided in the form of staff time and partner in-kind services. The proposed project will involve public education/outreach, and water quality monitoring before and after construction to measure the water quality benefits of the project.
MDNR anticipates making the grant award in October 2013. If the application is successful, the City will seek Council approval to accept the grant funding and enter into Memorandums of Understanding (MOU’s) with James River Basin Partnership and Ozarks Environmental & Water Resources Institute for services they will provide toward the project.
The regularly scheduled Council Lunch Workshop will begin immediately following the emergency meeting.
