Infrastructure & Transportation
Public Works has committed to investing $8 million over the 18 months in infrastructure updates in Zone 1. Some of these improvements were identified prior to the Community Listen events, but will still be taking place in Zone 1 during the blitz. Several of the planned improvements were directly mentioned by residents during the 2015 Community Listen tour.
- Since May 2015, the Scott Avenue school sidewalk has been completed, adding nearly 3,000 linear feet of sidewalks in Zone 1 near York Elementary School.
- Approximately 13,700 linear feet of new sidewalks are planned for construction in early 2017.
- The Mount Vernon road-widening project has been completed, widening the road from Orchard Crest Avenue to Suburban Avenue, improving stormwater infrastructure and adding sidewalks.
- Several stormwater improvement projects have begun, including the Turner Street drainage improvement project, set for completion in the spring of 2017, and the Homeland Subdivision stormwater improvement project, estimated for completion in 2017. The Talmage Dip stormwater and sidewalk project is also under way, constructing a new box culvert over Pea Ridge Creek and improving safety for pedestrians with an added sidewalk along Talmage Street.
- Progress has also been made on several streetscape projects within Zone 1. The Phelps Street streetscape, between Campbell Avenue and Boonville Avenue, was completed in the spring. Streetscapes on Commercial Street and Jefferson Avenue are nearing completion and the College Street Broadway Intersection project is slated to begin construction soon. Streetscape projects, in general, add decorative sidewalk, lighting, crosswalks and ADA improvements to a roadway.
- The Springfield-Greene County Park Board resurfaced the basketball court at Grant Beach Park and partnered with Public Works to resurface the parking lots in two Zone 1 parks in the fall of 2016.
“The condition of the parking lots were a concern for the neighborhoods, and they were a concern for us, too,” said Miles Park, assistant director of parks, over operations. “We don’t have the equipment or personnel to perform that type of work, so we normally hire a contractor.”
The job would have been an expensive one for the Park Board to undertake, Park added.
Through the Zone Blitz, the project also came to the attention of Springfield Public Works, where it stood out among multiple requests for sidewalks.
Dan Smith, Director of Public Works, said the department pieced together savings from other City of Springfield 1/4-cent capital improvements projects to fund parking lot resurfacing. Public Works also had an existing street paving contact — with a locked-in price — through Blevins Asphalt Construction Co.
Nichols and Watkins now have newly resurfaced entrance drives and parking lots at both locations, completed this fall.
