Reopening Guidance

The intent of the Road to Recovery orders is to reopen the local economy safely and in a measured approach. This is step 3 in a multi-phased approach in which the community will open further as progress in made. The Road to Recovery order still requires businesses and organizations to adhere as much as possible to the social distancing and cleaning guidelines recommended by the Centers for Disease Control and Prevention, including, but not limited to when customers are standing in line (should be 6 feet apart) or when individuals, including employees, are using shared indoor or outdoor spaces.

If a business cannot comply with CDC recommended social distancing, then the business shall carry out to the greatest degree possible social distancing of at least 3 feet and require persons in areas open to the public to wear a mask or other facial cover at all times.

As of July 16, any business engaged in retail sales or personal care services to the public must limit the number of customers in any particular business or retail location at any one time to a maximum of:

The result of the total square feet of that part of the building devoted to the subject business divided by 30 times 50%.

Face coverings are required for both staff and patrons in areas open to the public.

Dining/Restaurants

As of July 16, the following rules are in effect:

  • Tables should be spaced 6 feet apart unless solid barriers at least six feet tall have been installed between tables or booths.
  • Face coverings are required for both staff and patrons while not eating or drinking.
  • Patio seating may be provided, and tables should be spaced 6 feet apart otherwise patrons must wear a face covering while seated except when drinking or eating.
  • All providers of restaurant services to the public shall require face coverings as per the ordinance.
  • If a business cannot comply with CDC recommended social distancing, then the business shall carry out to the greatest degree possible social distancing of at least 3 feet.

Counter seating and self-service buffets are not permitted.

Parking lot and sidewalk cafes

City Council has approved suspension of enforcement of parking ratios for restaurants to allow the use of restaurant parking lots as outdoor dining spaces and is waiving the fees for encroachment permits for sidewalk cafes in the Downtown Springfield and Historic Commercial Street Community Improvement Districts until the Mayor’s Declaration of Civil Emergency ends or Nov. 30.
