C-Street TIF Projects

In August 2021, City Council approved a budget adjustment allocating a total of $655,000 to support a slate of improvement projects in the Commercial Street Historic District.

Based on public input received at the annual Commercial Street Tax Increment Financing (TIF) public meeting in June 2021, City staff recommended City Council allocate $290,000 of TIF funding and an additional $365,000 from previous-budgeted Public Works funds as cost-sharing to complete improvements including installation of directional signage, improvements to two public parking lots, the purchasing/sponsorship of additional public art, and the schematic design for updates to the Jefferson Avenue Footbridge Plaza. Public Works will also proceed with the design and construction of Commercial Street gateway signage elements previously approved for $150,000 of TIF funding in early 2020.



Directional Signage - $5,000

The City’s sign shop will produce and install street signage to help direct citizens and visitors from surrounding roadways to CStreet directional road signage_mockupsV2_Page_1the historic district and public parking lots.

Timeline: Staff expects to install signage in Fall 2022.





CampbellPacific_ParkingLot1Public Parking Improvements - $595,000

Two public parking lots located at Pacific Street and Campbell Avenue and Pacific Street and Robberson Avenue will be redesigned, including new pavement, lighting, landscaping and irrigation improvements through a cost-share split between TIF funding and Public Works funds.

Timeline: 

The public parking lot at Robberson Avenue and Pacific Street will close beginning Monday, Aug. 15, 2022. Construction is expected to last 6-8 weeks pending weather and contractor availability. 

Improvements will begin at the Campbell Avenue and Pacific Street lot in late September. The project is expected to last 6 weeks pending weather and contractor availability. 

Commercial Street visitors are advised to use alternate public parking available at Jefferson Avenue and Blaine Street.

Public Art - $40,000

Funding to purchase or commission two public art pieces and sponsor two temporary pieces for multiple years. City staff will work alongside C-Street stakeholders in fall 2021 to begin developing an Art Collection Plan for the district to help guide the art selection process. The Plan will be integrally related to the Forward SGF Commercial Street Plan Goals, Historic District Design Guidelines and the existing C-Street Art Collection. City staff will lead the planning and art selection process and consult with Springfield Art Museum staff, district stakeholders and the Landmarks Board. The final plan will be approved by the Landmarks Board. 

The two temporary rotating pieces will be selected through the Sculpture Walk Springfield selection process which includes City Public Works and Economic Vitality Staff. This process will follow the City criteria for art located in the public realm and the guidelines outlined in the future Art Collection Plan. 

Commercial Street Public Art Survey was made available to stakeholders and the greater public this fall. 

Input from the survey will be used in the development of the Art collection Plan. Feedback is encouraged from C-Street business and property owners, residents and employees as well as anyone in the general public with an interest in the historic district or public art.

Footbridge Plaza Schematic Design - $15,000

Funding to develop a schematic design for upgrades to the Footbridge Plaza to consider hard surfaces, landscaping, lighting and sound system installation. Design work will be lumped together on the same design contract with Gateway Signage Elements project.  Construction is currently unfunded.  

Timeline: The City expects to have an architect secured and begin engagement with the public in fall 2021. 



Gateway Signage Elements - $150,000

In fall 2021, Public Works will also proceed with the design and construction of Commercial Street gateway signage elements previously approved for $150,000 of TIF funding in early 2020. Architectural design work for the gateway signage will be lumped together on the same contract with the Footbridge Plaza Schematic Design project. 

Timeline: The City expects to have an architect secured and begin engagement with the public in fall 2021.
