The City’s Environmental Services department has named Brandon Freeman as Superintendent of Clean Water Services, the City’s sanitary sewer management division, effective Jan. 29. Freeman replaces Mike Delong who retired in December.
Freeman joined Environmental Services more than a year ago as a Professional Engineer serving on projects involving rain and sewer flow monitoring, hydraulic modeling, capital improvement planning and data analysis for the Clean Water Services division.
In his new role as superintendent, Freeman will lead a team of approximately 80 employees working to analyze, repair and maintain over 1,200 miles of critical sanitary sewer infrastructure for the citizens of Springfield. This team serves at the forefront of the department’s efforts to maintain and rehabilitate Springfield’s aging sewer system and meet the conditions of the City’s Supplemental Overflow Control Plan (SOCP) agreement with the Missouri Department of Natural Resources.
Freeman holds a Bachelor of Sciences in Civil Engineering from Missouri University of Science and Technology. Prior to joining the City, he managed the Springfield office of a regional civil engineering firm.
“Brandon has served as a rising leader in environmental consulting and the wastewater industry for over a decade,” says Environmental Services Assistant Director Erick Roberts. “In his time at the City, he has already brought much of this expertise to bear and transformed data management and tracking of key performance indicators for the department. We are excited to have Brandon transition to this new role of leading Clean Water Services.”

The Department of Environmental Services is one of the City’s largest departments and is the operational umbrella for the sanitary sewer system, wastewater treatment plants, solid waste management and recycling, air quality, sustainability efforts and integrated planning for the environment. The department also works in partnership with the Public Works department to meet the stormwater management needs of the community and protect water quality of area lakes, streams and rivers.
In 2021, Public Works and Environmental Services collectively achieved reaccreditation from the American Public Works Association (APWA) – achieving 100% compliance. The departments first achieved accreditation by APWA in June 2013.
“Since Environmental Services was established in 2011, the department has grown considerably,” Kemper explains. “It has expanded to meet the demands of evolving environmental regulations and significant community investments, all while continuing to offer a variety of vital services to the Springfield region.”
