City seeks nonprofit applicants for services related to homeless prevention and diversion

FOR IMMEDIATE RELEASE

The City of Springfield is providing a Notice of Funding Availability (NOFA) seeking nonprofit applicants for supportive services that will enhance the existing homeless prevention and diversion programming within the community. Supportive services are defined as:

  • Child care
  • Education services
  • Employment assistance and job training
  • Food
  • Housing search and counseling services
  • Legal services
  • Life skills training
  • Mental health services
  • Outpatient health services
  • Outreach services
  • Substance abuse treatment services
  • Transportation
  • Case management
  • Mediation
  • Credit repair
  • Landlord/tenant liaison
  • Victim services
  • Financial assistance related to housing costs. 

The City has allocated $400,000 of U.S. Department of Housing and Urban Development (HUD) HOME-American Rescue Plan (HOME-ARP) funding toward this NOFA. All funds for HOME-ARP Supportive Services projects must be fully expended and reimbursed by the City no later than Sept. 30, 2030.

The HOME-ARP funding will be provided as a grant to non-profit organizations and must be utilized for direct Supportive Services that will enhance the existing homeless prevention and diversion programming within the community, in accordance with the (HUD) HOME-ARP program as described in HUD’s CPD Notice 21-10. Non-profit agencies must provide evidence of their IRS 501 (c) (3) status with the Letter of Intent (LOI) and Proposal.   

All applicants are urged to attend one of two Pre-Proposal Technical Assistance Meetings because of the complexities associated with this HOME-ARP program (see NOFA packet for details).  The Pre-Proposal Technical Assistance Meetings will be held in person on:

  • July 10, 2023, at 12:30 p.m., 2nd Floor West Conference Room, Busch Municipal Building, 840 Boonville Ave.
  • July 13, 2023, at 1 p.m., 2nd Floor West Conference Room, Busch Municipal Building, 840 Boonville Ave.                               

Letters of Intent (LOIs) will be accepted until 12 p.m. (noon) on Friday, Aug. 4, 2023, at the Planning and Development Office, 2nd Floor, Busch Municipal Building, 840 Boonville Ave., Springfield, MO 65802.

Upon acceptance of LOIs, Full Proposals will be accepted until 12 p.m. (noon) on Tuesday, Sept. 5, 2023, at the Planning and Development Office, 2nd Floor, Busch Municipal Building, 840 Boonville Ave., Springfield, MO 65802.

The City reserves the right to allocate less than the amount requested by any applicant and reserves the right to deny any or all applications. Applicants must show that they have experience with homeless prevention and shelter diversion.
