The City of Springfield is hereby providing a Notice of Funding Availability (NOFA) seeking applicants for the development of a Homeless Emergency Shelter. The City has dedicated $1,861,680 of U.S. Treasury Department, Coronavirus State and Local Fiscal Recovery Funds (SLFRF) American Rescue Plan Act (ARPA) funding to allow for the acquisition, construction, renovation, or rehabilitation of one or more buildings to create one or more Emergency Shelters. All Emergency Shelter projects utilizing SLFRF ARPA funds must be completed no later than Dec. 31, 2026.
The SLFRF ARPA funding will be provided as a grant to non-profit and/or for-profit developer(s) and must be used to develop Emergency Shelter facilities in accordance with the provisions of the City’s Homeless Emergency Shelter Program NOFA. Non-profit agencies must provide evidence of their IRS 501 (c) (3) status with the Letter of Intent (LOI) and Application. For-profit entities must provide the applicable organization documents.
All applicants are urged to attend one of two Pre-Proposal Technical Assistance Meetings because of the complexities associated with this program (see NOFA packet for details). The Pre-Proposal Technical Assistance Meetings will be held in person on:
- Aug. 14, 2023, at 2:30 PM, 2nd Floor West Conference Room, Busch Building, 840 Boonville Avenue
- Aug. 17, 2023, at 2 PM, 2nd Floor West Conference Room, Busch Building, 840 Boonville Avenue

Letters of Intent (LOIs) will be accepted until 12 p.m. (noon) on Friday, Sept. 8, 2023. LOIs will need to be submitted in both an electronic and paper copy format. Paper copies of the LOI should be submitted to the attention of Bob Jones at the following address: Planning and Development Department, 840 Boonville, Springfield, MO 65801-8368, or may also be hand delivered to the Planning and Development Office on the 2nd Floor of the Busch Municipal Building. Electronic copies of the LOI need to be submitted via email at the following: [email protected] and [email protected].
Upon acceptance of LOIs, Full Proposals will be accepted until 12 p.m. (noon) on Monday, Oct. 9, 2023. Proposals will need to be submitted in both an electronic and paper copy format. Paper copies of the Proposal and required attachments should be submitted to the attention of Bob Jones at the following address: Planning and Development Department, 840 Boonville, Springfield, MO 65801-8368, or may also be hand delivered to the Planning and Development Office on the 2nd Floor of the Busch Municipal Building. Electronic copies of the Proposal and attachments need to be submitted via email at the following: [email protected] and [email protected].
The City reserves the right to allocate less than the amount requested by any applicant and reserves the right to deny any or all applications. Applicants must show they have secured or have a high likelihood of securing operating funding for at least 10 years, as operating costs cannot be paid with HOME-ARP funds.
