City Council received an update on transportation and infrastructure improvements by Springfield Public Works, Greene County and MoDOT at a City Council Lunch Workshop presentation on Sept. 19.
Engineers from Public Works provided updates on a number of City projects completed, under construction, and in the design phases, many of which are funded in part by the ¼-cent Capital Improvement or 1/8-cent Transportation Sales Tax. Council commented on the progress made since the sales taxes were renewed in 2019 and noted City staff’s success in leveraging voter-approved funds to make a number of improvements across a wide variety of needs.
Recent projects completed as promised include:
- Division Street Reconstruction (National to Glenstone)
- Jefferson Avenue Streetscape (St. Louis to Walnut)
- Broadway and Mount Vernon Intersection Improvements
- Signal and Sidewalk Improvements at Kimbrough & St. Louis and Division & Washington
- Downtown Intersection Improvements at South & Pershing and Jefferson & Elm
- Fassnight Trail Connection at the Springfield Art Museum
- Traffic Signal Battery Backup System installation
Improvement projects currently underway include:
- The Grant Avenue Parkway
- Republic Road Widening project at Campbell Avenue
- Battlefield Corridor Improvements (Lone Pine to Luster)
- National and Sunshine Turn Lane Improvements
- Americans with Disabilities Act (ADA) Improvements along National, Battlefield and Sunshine
- New sidewalk construction and replacement and repair in four residential areas
- Twenty neighborhood identified infrastructure projects through the Neighborhood Works program
- Various quality of place improvements
Upcoming construction projects include:
- Galloway Street Widening (Luster to Lone Pine)
- Walnut Street Bridge Improvements (east of Kansas Expressway)
- Jefferson Avenue Footbridge Rehabilitation
- Traffic signal replacements and enhancements at seven intersections
A selection of projects discussed in the design phase include:
- Eastgate Avenue Improvements (LeCompte to Division) and LeCompte Road Widening
- Kansas Avenue Roadway Improvements (Maplewood to )
- National and Division Intersection Improvements
- South Campbell Avenue (Republic to Primrose)
- Bridge replacements at Scenic Avenue and Main Avenue
- Various bicycle, pedestrian and walkability improvements
The City recently conducted a 2023 Transportation and Infrastructure Improvement Needs Survey, collecting valuable public feedback on a proposed list of potential improvement projects and programs to be considered for future funding through the City’s ¼-cent Capital Improvement and 1/8-cent Transportation sales taxes. Voters approved both taxes with nearly 80% support in 2019 with a 20-year sunset. As promised, the City is continuing the public prioritization process to help guide the next four-five years of community investment in capital and transportation needs.
The results from the survey will be used alongside other considerations, such as City department and partner agency assessed need, continuation project status and equitable geographic dispersion. Public Works is currently in the process of assessing identified projects for feasibility, general cost estimations and other factors. The final recommended list and budget is expected to be presented for City Council consideration in spring 2024.
