1. Right of Way Excavation (EXC)

Permits must be obtained to perform excavations in the City's rights-of-way. Typically used for utility connections and stormwater system work. Requires proof a current excavation bond on file. Must obtain an excavation permit for direct connections into public stormwater facilities not requiring a public improvement plan. An excavation permit may be obtained after plans are approved and prior to tying the proposed storm sewer into the existing public storm sewer system. 2. Sinkhole Permit (SNK)

A permit is required prior to any land disturbance or use of motorized equipment within a sinkhole. The applicant shall submit a plan showing the location of the sinkhole, the sinkhole drainage area, contours, significant physical features, sinkhole setbacks, non-buildable areas, and proposed improvements. A sinkhole evaluation, including both geological and hydrological evaluation, may be required. A sinkhole evaluation must be completed by a qualified professional engineer or geologist.

3. Stormwater Detention Buyout (STM)

Payment in lieu of construction of detention facilities may be approved on a case by case basis, depending on downstream and other conditions. Cost of downstream improvements may be credited towards the payment in lieu of constructing detention. An application must be submitted and sealed by a qualified professional engineer licensed in the state of Missouri. Supporting calculations are required demonstrating that detention provides no downstream benefit.

4. Stormwater (STM)

A stormwater detention permit will be required for the private, onsite detention and/or water quality facility. This permit may be obtained through the Building Development Services (BDS) office, once the stormwater plans and calculations have been approved. The cost of this permit is $135. These facilities must be constructed, inspected, approved and operational prior to issuance of the building permit.

5. Sidewalk (SDW)

Authorize the construction of a sidewalk in City right-of-way in conjunction with a private development. Sidewalk improvements must be on a public improvement plan UNLESS there are no other public improvements required for a project. If no other public improvements are required, sidewalk plans must be submitted as part of the building plans.

6. Encroachment (ENC)

A permit is required for an encroachment on public right-of-way. City Code defines encroachments as any structure, building, fixture, sign or other object belonging to any person which has been constructed, installed or placed on, in over or under any public street, public sidewalk or public right-of-way, other than encroachments which will remain in place for a temporary period not in excess of thirty (30) days that have been approved by the City in connection with an event for which a permit has been issued by the city. City Code gives authority to the Public Works Director to issue a license agreement for new awnings, canopies, planters, street furniture or sidewalk cafes. Any other type of encroachment must be approved by City Council.

7. Driveway (DRV)

Permits must be obtained for all driveway approach construction and improvements. * Improved refers to a driveway approach which connects to a street with concrete curbs and gutters. Unimproved refers to a driveway approach which connects to a street without concrete curbs and gutters.
*If Public Improvement Plans are required for street or sidewalk infrastructure, driveway approach work shall be included on the Public Improvement Plan. An additional driveway permit is not required when driveway approach work is part of the street or sidewalk Public Improvement Plans. If the Public Improvement Plan is for a Residential Subdivision which has more than two lots, driveway approach permits may be obtained as dwelling units are constructed, however, each driveway approach will be charged the regular fee for a residential driveway approach.

8. Privately Developed Public Improvements (PWI/PIP)

Projects funded and managed by private individuals or developers. Projects submitted by private developers for streets, sidewalks*, storm sewer and sanitary sewer public improvement are assessed an engineering, inspection and technology fee. The fee is 5.34% of the project cost. Privately funded improvements do not have to be publically advertised. These fees are collected after the plans and construction bid have been approved. Additional fees can be incurred depending upon geographic location such as Trunkline Connection fees and Sewer Lift Station fees. Once the projects are constructed, inspected, completed and accepted, the city takes over maintenance of the infrastructure. Public improvements can sometimes be escrowed, with approval, to expedite building permits or plats. *Sidewalk improvements must be on a public improvement plan UNLESS there are no other public improvements required for a project A request to extend the completion date set forth in the bond or agreement given to the City in lieu of completing the public improvements required as part of a subdivision. Approval is limited to one (1) additional year for completion. If no other public improvements are required, sidewalk plans must be submitted as part of the building plans and a sidewalk permit is required. Learn More    Escrow Information
